Migrant crisis: EU and Turkey plan one-in, one-out deal

Turkey and the E.U. have reached a provisional agreement on how to handle the refugee crisis. The BBC reports that, in addition to easing travel rules for Turkish citizens and expediting aid payments to Turkey, the agreement involves plans for limiting undocumented migrants and increasing resettlement of documented migrants. Specifically, all undocumented migrants entering Europe from Turkey will be returned – and for every undocumented migrant that is returned, a documented migrant in Turkey will be resettled in the E.U. Serious questions about this deal remain, including the details of how it would be implemented, severe human rights concerns, and – since the return plan only applies to Syrians – questions about how to handle migrants from other parts of the world.
