Top IS commanders 'taking refuge' in Libya

According to a Libyan intelligence official, senior leaders of the Islamic State are starting to move to Libya from Iraq and Syria. The BBC reports that there has been a surge in ISIS-affiliated foreign fighters in Libya – especially around the city of Sirte, which has been under ISIS control since last year. These reports came after representatives from 23 countries met in Rome to examine ways of preventing ISIS from expanding into Libya.
