Phil retired from the U.S Army in 2018, having worked extensively in Central and Southeast Asia, and Africa. He was a principal policy analyst to the Pacific Command on security cooperation activities in Singapore and Malaysia and directed the land based Humanitarian Demining program in Vietnam and Sri Lanka. He has a degree in Defense Analysis from the Naval Postgraduate School and a
PhD in Global Politics from the University of Hawaii. Phil is the
author of Ouroboros: Understanding the War Machine of Liberalism. He is currently a Lecturer and Visiting Scholar at the Center for Futures Studies.
