Meanwhile, Ukrainian President Volodomyr Zelenskiy is telling EU leaders that this may be the last time they see him alive. The EU has approved a second round of sanctions on Moscow as Putin urges the Ukrainian military to surrender. And Moscow says its open to negotiations with Ukraine.
