General Joseph L. Votel (Ret.) is a member of the Executive Board of the Center for Ethics and Rule of Law at the University of Pennsylvania and former President and CEO of BENS. He is the former Commander of U.S. Special Operations Command, Central Command and Chair of the Combatting Terrorism Center at West Point.
