Pandemics, Warning and the Intelligence Community

Jim Danoy is a retired career intelligence officer from the U.S. Defense Intelligence Agency (DIA) where he worked in a variety of intelligence fields including geospatial intelligence, current and crisis intelligence, long-term research, policy support, and foreign intelligence relationships. His tours of duty included assignments in the Office of the Director of National Intelligence (ODNI), the Office of the Secretary of Defense, the Joint Chiefs of Staff, U.S. European Command (EUCOM), NATO, the Federal Bureau of Investigation (FBI), and the White House. Jim’s last assignment was as the DIA Executive Representative to the FBI where he was responsible for leveraging defense and law enforcement intelligence capabilities in support of national security requirements. Mr. Danoy has extensive experience supporting senior U.S. and Allied defense and security leaders and served as an intelligence support officer to the Secretary of Defense, Chairman of the Joint Chiefs of Staff, and several 4-star Combatant Commanders. During 2010-2011 Jim served as the President’s Daily Briefing (PDB) briefer to President Barack Obama and assisted in the enhancement of the PDB for the President. Jim is an analyst by trade specializing in Europe, Eurasia, and NATO issues. He held the positions of Defense Intelligence Officer for Europe and NATO at the Pentagon, Assistant Director of Intelligence at EUCOM, and National Intelligence Manager for Europe and NATO issues at the ODNI where he was responsible for integrating the U.S. Intelligence Community’s collection, analysis, counterintelligence, and foreign partner engagement efforts. He also served as the DIA representative to NATO in Brussels. From 2013-2018 Jim served in Stuttgart Germany as the senior-ranking DIA officer in Europe and the Director of National Intelligence Representative tasked with synchronizing national-level intelligence support in the European theater. Jim is an alumnus of George Mason University and holds a Bachelor of Arts Degree in Government and Politics and a Master of Arts Degree in Modern European History. He is a member of the Phi Alpha Theta International Honor Society in History. He is a Distinguished Graduate of the National Defense University, earning a Master of Science Degree in National Resource Strategy. Jim also holds an Associate in Applied Science Degree in Police Science. Jim is the recipient of the Defense Intelligence Career Achievement Award, FBI Exceptional Service in the Public Interest Award, DNI Intelligence Community Seal Medallion for Outstanding Service as the President’s Daily Briefer, the National Intelligence Medal for Superior Service, the Secretary of Defense Medal for Meritorious Civilian Service, and the Director DIA Medal for Exceptional Civilian Service. Jim proudly began his intelligence career as a file clerk at the FBI supporting the Bureau’s foreign counterintelligence effort. He was awarded Presidential Rank (Distinguished & Meritorious) in the senior executive corps.

The COVID-19 pandemic, as with previous cataclysmic events will likely result in the establishment of a national commission to examine the state of the country’s pandemic preparedness before the outbreak, its response during the outbreak, and plans for public health and economic recovery in the aftermath of the outbreak.  This inquiry should include how the country must prepare for the next pathogenic event.
